Initially, a small wooden church and parsonage were built on the right bank of the Nevėžis, forming what was known as Old Panevėžys.

Between the World Wars, Panevėžys continued to flourish in independent Lithuania, with its population rising from approximately 19,200 to 26,000 between 1923 and 1939. However, the city endured significant hardship during Soviet and Nazi occupations, including political repression, exiles to Siberia, and the murder of over 8,000 local people, predominantly Jews, during the Holocaust. After regaining independence in 1990, Panevėžys faced economic challenges but has since seen renewed investment and development, balancing its historical continuity with forward-looking ambition.
