Pinamar officially opened as a spa and resort on February 14, 1943, with the establishment of 'Pinamar S.A.' and the inauguration of the 'Playas Hotel,' an electric plant, and a small shopping center. A master plan for the city, approved in 1944, laid out its unique urban design featuring curved roads that follow the natural contours of the dunes, a stark contrast to the common grid patterns found in other Argentine cities. The city's development continued with the paving of main streets, the installation of electricity and running water, and the sale of the first land lots in 1945. The Pinamar railway station further improved accessibility in 1949, connecting the resort directly to Buenos Aires.
